ADA Title II: April 26, 2027 for governments of 50,000+

Accessible agendas, packets and forms, without adding to your clerk's week

You send us the PDFs you post. We send them back tagged, titled and readable by screen readers, checked against PDF/UA‑1 and WCAG 2.1 AA, with a validation report for every file. Fixed price, five business days.

Why posted PDFs are the hard part

The rule covers documents

The DOJ's 2024 Title II rule applies WCAG 2.1 AA to web content, including the PDFs you post. Deadlines are April 26, 2027 for entities serving 50,000 or more people and April 26, 2028 for smaller ones and special districts.

"Tagged" isn't the same as accessible

Most agendas exported from Word are tagged in name only: no headings, no document title, no language set. Automated checkers often pass them while a screen reader can't tell the meeting date from item 7.

New files arrive every week

Agendas, packets, minutes and notices keep coming. Fixing them one at a time in Acrobat takes hours your staff don't have.

How it works

  1. Send us your files

A link to your agenda center or document library is enough, or upload the PDFs directly.

  2. We rebuild each document's structure

Real headings, lists and tables with header cells, alt text for images and logos, a document title and language, a logical reading and tab order. Your wording stays exactly as it was.

  3. Every file is validated

Each file runs through veraPDF, the open-source PDF/UA checker, then a manual checklist covering reading order, headings, alt text, table headers, link text and color contrast.

  4. You get the files and the reports

Drop-in replacements with the same file names, plus a validation report for each, ready to keep with your accessibility records.

A real example: a small-city council agenda

A public agenda exported from Word. It only failed two automated rules, both document settings, yet it had no structure a screen reader could use.

As posted

  • 42 plain paragraph tags, no headings
  • No document title, so a screen reader announces the file name
  • Meeting date, time and place read as an undifferentiated block
  • Fails PDF/UA‑1 (2 rules)

After AgendaClear

  • Headings for each section and agenda item
  • Title, language and logo alt text set
  • Same words, same layout, word-for-word identical text
  • Passes PDF/UA‑1: 106 of 106 rules

Questions

Will you change our wording or layout?

No. We rebuild the structure underneath. The text is word-for-word the same, and we check that with a text comparison before delivery.

What about scanned pages?

Scanned pages need text recognition first, and we'll tell you which files are scans before we start. Very large or unusual packets may be quoted separately.

Does this make us "ADA compliant"?

It makes the documents we fix conform to PDF/UA‑1 and the WCAG 2.1 AA criteria that apply to documents, and gives you the reports to show it. Compliance also depends on the rest of your website and your processes, and we're not a law firm, so we can't give legal advice.
